Since January 1st, 2021, the allocation and payment of all CNC assistance are subject to the beneficiaries' compliance with their obligations to prevent sexual harassment and to implement measures to put an end to it, or to sanction it (cinema and moving image code: article 122-36-1 of the general aid regulations). These enhanced means obligations are included in the labor code (provisions of Articles L. 1153-1 to L. 1153-6).
During the 2nd Assises for Parity, Diversity and Equality in the Cinema and Audiovisual Industry organized with the 50/50 collective in November 2019, the Minister of Culture Franck Riester announced that the payment of all CNC aid would henceforth be conditioned on compliance, by the companies that request them, with specific obligations in terms of prevention and detection of risks linked to sexual harassment.
